BBC Licence Fee (Civil Penalty) Bill

This bill would allow the BBC to issue financial penalties directly to people who refuse to pay their TV licence fee, without having to take them to criminal court. Currently, the BBC can only prosecute nonpayers through the legal system; this would give them a faster, simpler way to enforce payment.
