State Actors (Proscription) Bill
[As Introduced]

BILL
to
The State Actors (Proscription) Bill would allow the UK government to formally ban and designate foreign state actors, such as governments, their agents, or statecontrolled organizations, as threats to national security, similar to how terrorist organizations are currently proscribed. Once proscribed, it would become illegal to support, fund, or work with these entities, with criminal penalties for violations. The bill aims to give the UK stronger legal tools to counter hostile state activities like espionage, disinformation campaigns, and political interference without requiring a full diplomatic break or waiting for individual crimes to be prosecuted.
Presented by Calum Miller.
