Institutes of Technology (Royal Charter) Bill

This bill gives certain Institutes of Technology a Royal Charter, which is a formal document from the Crown that grants them official status and independence. Instead of being run directly by the government, these technical colleges would operate more like universities, with their own governing structures and greater freedom to make decisions.
