This bill gives courts stronger and clearer powers to stop legal cases that are being abused, for example, when someone repeatedly sues others for trivial reasons just to cause trouble or harass them. It aims to protect the legal system from being clogged up by frivolous cases and to prevent people from misusing courts as a harassment tool.
