This bill seeks to remove criminal penalties for rough sleeping and streetrelated offences in England and Wales. Currently, people sleeping rough can be prosecuted under laws against antisocial behaviour, obstruction, and begging. The bill would decriminalise these activities, meaning rough sleepers would no longer face arrest, fines, or criminal records for the act of sleeping outside. Instead, the focus would shift toward providing housing and support services rather than prosecution.
