BBC Licence Fee (Civil Debt) Bill

This bill changes how the BBC collects unpaid television licence fees. Instead of using criminal courts (which can result in prosecution and jail time), the BBC could use civil courts to recover the money owed, similar to how other debts like council tax are collected.
