This bill aims to combat financial exclusion by requiring banks to maintain basic banking services for all customers and preventing arbitrary account closures. It establishes minimum standards for access to essential banking facilities such as current accounts, payment services, and cash withdrawal options, particularly for vulnerable groups. The bill also creates obligations for banks to provide transparent reasons when refusing or terminating customer relationships, and establishes an appeals process. These measures seek to address the growing problem of people being locked out of the financial system, which can lead to reliance on highcost lending and exclusion from employment and services.
