Northern Ireland Troubles Bill

The Northern Ireland Troubles Bill creates a new independent commission to investigate deaths and serious injuries that occurred during the conflict in Northern Ireland (roughly 19681998). Rather than pursuing traditional criminal prosecutions, the commission will conduct investigations into past incidents and publish findings. The bill grants a conditional amnesty, immunity from prosecution, to those who cooperate fully with the commission and disclose what happened. This represents a shift from criminal justice toward a truthseeking and reconciliation approach.
