This bill creates a licensing system to regulate gangmasters people or companies that hire and supply workers to other businesses. Its main goal is to stop the exploitation of workers by ensuring only legitimate, inspected gangmasters can legally operate, protecting people from poor pay, unsafe work, and bad treatment.
