Front-loaded Child Benefit Bill [HL]

This bill proposes changing child benefit so that parents get more money when their children are young (when childcare and baby costs are highest), rather than spreading the payment equally across all years. It's called 'frontloaded' because the money is loaded towards the front (early years) of a child's life.
