The campaign specifically aims to engage hard-to-reach LGBT veterans, including those who may be reluctant to engage with the MOD or Armed Forces due to historical experiences or mistrust.   Requirements: Given the time-critical nature of this requirement, the appointed supplier must confirm their ability to: - Commence work immediately upon contract award. - Dedicate full-time resources to the delivery of the campaign. Submission of Expression of Interest (EOI) Interested organisations are required to submit an Expression of Interest (EOI) that includes the following:   1. A maximum 1,000-word statement detailing: - Relevant experience, including organisations worked with, results achieved, and dates. - Demonstrated experience in using Government Communications Services (GCS) best practice. 2. Supporting evidence (no word limit), which will include: - A case study of a successful campaign targeting a hard-to-reach cohort, including: - Challenges faced. - Non-traditional methods used to engage the audience. - Measurable outcomes, with a particular focus on reaching an older cohort who do not engage with digital media or online platforms. - Evidence of communication methods used to reach the cohort, with an explanation of why these methods were successful. - Evidence of expertise in trauma-informed and inclusive communications for sensitive and marginalised cohorts. Evaluation and Downselection All submitted EOIs and supporting evidence will be evaluated by the Authority. Following this evaluation, suppliers will be downselected to maintain the tender list at a manageable level. Key Dates Deadline for Submission of EOI and Supporting Statements: 23:59 on 20 March 2026. NOTE: Suppliers MUST provide a clear statement alongside their EOI to this advert. If a supplier fails to do so, they will not be issued with an Invitation To Tender. Invitation to Tender (ITT) Issue Date: Downselected suppliers will be issued with an ITT by 23:59 on 26 March 2026.
