    This contract is for the provision of highway infrastructure maintenance across TfWM's asset portfolio (bus shelters, totems, cycle and mobility hubs and all park and ride sites), including proactive and reactive maintenance tasks. This contract also includes the maintenance and updating of bus flags, which will be updated during network stability periods (NSPs). The successful supplier will be required to provide a space where spare parts and out of use assets can be stored throughout the contract term. All of the requirements will be fulfilled by a single supplier, as a single point of contact for TfWM. There are 4 key areas aligned with the requirements set out in this specification, these are: - Reactive Highway Infrastructure Maintenance - Planned Highway Infrastructure Maintenance - Passenger Information - Storage of spares and out of use assets The Service Provider will provide TfWM with a service, including a number of dedicated operatives and vehicles, complete with a suitable smart mobile communication system that is compatible with TfWM's asset management IT system for the electronic upload of data relating to inspections, examinations, fault reporting, work completion reports, electrical works, maintenance and auditing. Maintenance provision under this contract is varied but the majority of repairs are undertaken due to vandalism and typically involves repairs to glazing, bus shelter framework, bus stop pole damage or component items fitted to shelters or poles such as stop plates or seating. This work will include the removal and re-installation of bus shelters, stop poles or information points at existing or new sites. The Service Provider will be required to work in partnership with TfWM and its Suppliers, including but not exclusive to the other principal Service Providers and partners who carry out cleaning, shelter manufacture, installation and advertising, to deliver the very highest standards of service provision. TfWM has made a commitment to and is working to develop good practice in infrastructure sustainability, including green and sustainable technologies in the design, refurbishment and maintenance of transport infrastructure facilities. The Service Provider will be required to demonstrate a commitment to sustainability by integrating sustainable development into their operating practices and culture throughout the contract. This can be achieved by using low fuel consumption and emissions vehicles, optimising visits to each site, recycling of waste materials, disposing of any controlled waste in an approved manner, work with reusable components, using innovative designs and green technology or ethically sourced materials.

    Wirral Council wishes to commission a non-accommodation based (floating support) service that will deliver housing-related support to vulnerable people, aimed at preventing homelessness, and supporting households to manage and maintain independent living. The service, which will need to respond innovatively and creatively in supporting people and by working in close partnership with Service Users, their family and/or carers and other professionals, will aim to help people maintain their independence and encourages people to settle back into the community and promotes self-reliance. The support will be solution focussed aimed at resolving issues and preventing crisis. The service should, at a minimum, support 150 Service Users at any one time. Service Aims and Objectives To work with the Commissioner to effectively and efficiently achieve the following aims and objectives: • The reduction and prevention of homelessness, repeat homelessness and the use of Bed and Breakfast accommodation, temporary accommodation or reliance on more institutional forms of care. • A reduction in the number of crisis presentations and hospital admissions. • The provision of support to Service Users, to enable a more stable lifestyle and empower them to develop the necessary skills, knowledge and confidence to live independently and sustain accommodation on a long term basis. • The provision of support to Service Users to acquire the necessary skills and confidence to manage their own affairs and financial wellbeing. • To effectively engage and empower Service Users to recognise, understand and make changes to challenging behaviours and lifestyle choices. • To assist in the reduction in incidences of anti-social and offending behaviour. • To assist in reducing the risk of harm to individuals that may result from alcohol/substance misuse and use of new psychoactive substances. • To assist Service Users to improve and encourage the development of skills and confidence to negotiate safe healthy relationships. • To support Service Users to tackle issues affecting their physical, mental and sexual health and wellbeing by promotions of self-care and facilitating engagement with appropriate support services. • To assist in the reduction of social exclusion and isolation, and to increase involvement and participation in employment, training, education, community activities or other meaningful activity. • To ensure the quality of life for Service Users is maintained and / or improved and reflects what is important to each individual. • To provide personal and emotional support to help overcome/address core issues/behaviours which lead to housing difficulty. • In collaboration with the Housing Options and Homelessness Team and other relevant partner agencies, to assist Service Users to move on to appropriate accommodation including within the Private Rented Sector and ensure they have the skills to sustain their housing in a safe environment. • To ensure Service Users understand how to self-refer for support should problems arise. • To ensure all support services are coordinated in their support plan utilising a multi agency approach. • To help Service Users develop their own recovery and crisis plans as needed especially when they are not open to secondary services.

    Watford Community Housing (WCH) currently manages all of the Council’s temporary accommodation sites The Council considers that no reasonable alternative supplier exists at this time for the following reasons: •Due to the indivisible nature of our service structure and the difficulty of lotting, competition is not practically feasible. •Public benefit in our service design reflects operational reality of statutory housing delivery. Furthermore, the service relies on a unified operational model covering property access, tenant management, safeguarding oversight, compliance monitoring, and rapid response to risk across the entire temporary accommodation estate. •Service integrity would be compromised by the separation of technical and operational indivisibility therefore unified accountability is necessary for compliance and maintaining integrity. •The proposed supplier, Watford Community Housing (WCH) has operational expertise of the Council's temporary accommodation portfolio, including property-specific hazards, household vulnerabilities, escalation procedures, and safeguarding controls. •Only one supplier capable within required timeframe with the operational knowledge that cannot be replicated without delay •This knowledge is essential for the secure and lawful functioning of the service and cannot be duplicated or transmitted within the necessary timeframe without subjecting the Council to significant risk. •Extreme and unavoidable urgency – The risk of delay exceeds the benefits of competition and the Council’s statutory duties under the Housing Act 1996 compliance risk. •Introducing a second provider to oversee a portion of the portfolio would result in fragmented service delivery, necessitating parallel operational models, redundant interfaces, and split accountability. Furthermore, any fragmentation would materially reduce the effectiveness of safeguarding arrangements, compromise the Council’s ability to exercise oversight, and diminish operational flexibility in responding to urgent placements, incidents, or emerging risks. •The duration of mobilisation is incompatible with maintaining continuity. It would be necessary to transfer sensitive home data, make arrangements for property access, and take on active case management duties in order to mobilise a new provider into a live safeguarding service. This has the potential to introduce an unacceptable level of risk, including the potential for service failure, safeguarding breaches, and non-compliance with statutory duties under Part VII of the Housing Act 1996. Under these conditions, the designation of an alternate provider or the lotting of the service among several providers is not reasonably feasible without compromising the continuity of service delivery and safeguarding outcomes. The proposed direct award is therefore necessary and proportionate to ensure the safe, continuous, and lawful delivery of temporary accommodation management services.

The principle of the proposal is to expand the current hard standing area onto the area of land and provide a secure site, including permitter fencing, lighting and CCTV, to accommodate new refuse lorries to assist in providing further services within the district. As part of these works the Council also require the construction of an access roadway to Lincolnshire County Council Highways adoptable specification and standard from Scoley Court to the private land to the North of the site. Furthermore, The Council have ownership of an approx. 0.05ha area of land on Scoley Court, Metheringham. The site is currently unoccupied and finished with hard standing. The principle of the proposal is to create a new vehicular entrance into this area of land and provide an additional car parking provision for employees utilising the existing hard standing surface.

    The procurement concerns the provision of a Trust‑wide Health and Safety Consultancy Service for Academy Transformation Trust and its academies. The services are required to be delivered across all academies within the Trust for the duration of the contract term. The required services include the delivery of annual health and safety audits at each academy, supported by written audit reports and prioritised action plans. The supplier is also required to undertake follow‑up visits to verify progress and address higher‑risk issues identified through audits or incidents. The scope includes the provision of ongoing professional health and safety advice and support, including incident response, investigation and reporting, as well as Trust‑level governance and assurance reporting, benchmarking and escalation arrangements. The supplier must also provide staff training and guidance aligned to statutory health and safety requirements and education‑sector best practice. A core requirement of the contract is the provision of educational visits governance, including access to a competent Educational Visits Adviser and the provision, operation and ongoing support of an educational visits management system, namely EVOLVE+ or an equivalent platform, for use across the Trust. The services must be supported by appropriate digital systems for secure data management, reporting and assurance, and must be delivered in compliance with all applicable safeguarding, information governance and data protection requirements. All services are required to be supplied on a fixed‑price basis and delivered in accordance with the specification and contractual terms set out in the tender documentation.
