- Surrey County Council (SCC) has established a Dynamic Purchasing System (DPS) for the supply of services in respect of Independent Alternative Provision for children and young people with additional needs and disabilities for an initial period of 4 years with optional further extension provisions for an additional 2 years+2 years. This contract award notice is for the admitted providers to the fourth round of the DPS.
The primary purpose of this DPS will be to provide key education and/or other support services to a child or young person who are in receipt of an Education, Health and Care (EHCP) (or those individuals as outlined in the Service Specification).
SCC wishes to move to a whole system approach to alternative provision where inclusive schools, clear pathways and outstanding provision all work together to ensure excellent outcomes for children and young people. SCC wishes promoting a collective system in which educational settings, community services, health and education support services all play a crucial part in responding to vulnerable children and assisting with reintegration to school (where appropriate). Providers successful in joining the AP DPS will play a vital role in creating a "community" of provision.
Independent Alternative Provision is provision largely for one-to-one support, children and young people who require specialist intervention (in many cases but not exclusively for their additional needs) which in many cases is delivered in the home or in the community with the support of / or at the request of families.
The services required fall under Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015). As a result, this procurement is undertaken under the 'Light Touch Regime' as detailed in Section 7 of PCR 2015.
Eligible Surrey County Council Maintained schools and Academies may access Providers on the DPS following Year 1 (Please see https://www.surreycc.gov.uk/schools-and-learning/schools/directory) for list of schools and academies included) via an access agreement.
The DPS will have six (6) lots and be further divided into two (2) sub-lots as follows:

The Council will add Providers to the DPS throughout its duration, providing that the Providers meet the requirements outlined in the Invitation to Tender documents and submit an Application that is found to be compliant. By applying to be admitted to the DPS, Providers are not obligated to bid for services at 'Contracting' stage.
These services are being procured under a multiple-Provider DPS. There will be no limit to the number of Providers admitted onto the DPS, providing they meet the minimum requirements as set out in the Invitation to Tender documents. There will be no guarantee of work or volume of work given under this DPS.
For the purposes of this Contract Award Notice, the overall estimated aggregate DPS value has been divided equally between each Lot however does not reflect the anticipated Lot spend or contract value. This will be determined based on the need of the individual at Stage 2: Contracting Stage and cannot be anticipated at this stage.

- The Food Standards Agency is looking to appoint 1 supplier to deliver a systematic literature review project on ’Bioavailability of Food Supplements’ on a contracted basis from June 2026 until March 2028.
Consumer use of food supplements has increased in recent years, accompanied by a growing trend for manufacturers to market novel formulations that claim enhanced oral bioavailability compared to conventional forms. These formulations include lipid-based systems such as liposomes, micelles, emulsions, and nanoparticles, as well as non-lipid approaches like particle size reduction through micronisation and co-formulation with polysaccharides. Although these products are often promoted as improving absorption, the supporting evidence remains limited and uncertain. This uncertainty is further increased by the vast variety of formulation types and the lack of data characterising their physicochemical properties. Consequently, the potential impact of these formulations on bioavailability and on toxicological risk, remains unclear and may pose concerns, particularly for under‑characterised active ingredients and vulnerable populations.
The Chemical Risk Assessment Unit (CRAU), through its risk assessments and engagement with other regulators, has identified emerging risks from food supplements intake and has sought advice from the Committee on Toxicity (COT) on several actives. The lack of information on how different formulations influence the toxicological profile of active substances remains a significant data gap in the risk assessment of food supplements. Addressing this gap is critical for ensuring robust risk assessments and informed policy decisions.
In their recent report on novel formulations designed to increase food supplement bioavailability, the COT recommended that novel formulations and their active agents should be assessed for toxicokinetics on a case by case basis, using model systems that account for species differences in metabolism (COT, 2025). The COT emphasised that the feeding state (fed versus fasted) is a key determinant of bioavailability and must be critically considered when comparing across formulations. Furthermore, the suitability of acceptable daily intakes (ADIs) and other health based guidance values (HBGVs) for unformulated food supplements should always be reviewed when applied to formulations designed to increase bioavailability, and approaches for relating HBGVs to differences in bioavailability should be assessed and applied on a case by case basis (COT, 2025).
The work proposed in the specification contributes to the FSA Corporate Priority EG1 – Risk Analysis informed by evidence and aligns with FSA Areas of Research Interest on novel approach methods to assess chemical hazards and impact on consumers.

To update and further improve the global biodiversity impact UKBI (aka the Global
Environmental Impacts of Consumption (GEIC) indicator).
To meet the overall aims of this project, the objectives are:
1. To produce annual updates to the data and graphs for both the UKBI and the
associated dashboard
2. To promote uptake of the GEIC indicator nationally and internationally, and to support
uptake of the data in other platforms and third-party outputs.
3. To provide data for up to four commodities based on enhanced versions of the
standard GEIC method
4. To scope/implement improvements to the metals/minerals footprint data and to add
environmental impact data to it
5. To improve understanding and communication of uncertainty in the indicator
6. To progress investigation and implementation of GEIC/IOTA in the context of resource
security
7. To scope the addition of social metrics to the GEIC indicator
8. To scope and produce sector linked demand data (e.g. on Government spending)
9. To consult the indicator's user group on prioritisation of additional improvements to be
undertaken, and agree with JNCC on which of these to take forward for
scoping/implementation (balancing user priorities, feasibility, and JNCC's priorities)
10. To ensure that the Code of Practice for Statistics is followed whilst producing all
outputs
