The Office for Zero Emission Vehicles (“OZEV”) is commissioning feasibility studies on 17 sites to provide detailed technical, cost and delivery information to support the development of a proposed financial intervention, the Strategic Charging Infrastructure Scheme. The aim of the Strategic Charging Infrastructure Scheme is to enable private sector investment in electric vehicle charging facilities at Motorway Service Areas (MSAs) on the Strategic Road Network (SRN) by addressing electricity network constraints. This will support the roll‑out of visible, reliable and accessible en‑route charging infrastructure to meet increasing demand for electric vehicles, enable longer‑distance journeys, and support consumer confidence in the transition from internal combustion engine vehicles to zero emission alternatives.

The South East Integrated Care Boards (ICBs) sought suitably qualified Providers to deliver at scale sight testing and dispensing of spectacles services for children and young people with Special Educational Needs and Disabilities (SEND) in Special Educational Settings (SES) across the region. This procurement was divided into Lots: • Lot 1: Thames Valley - Buckinghamshire, Oxfordshire, Berkshire West and Berkshire East • Lot 2: Hampshire and Isle of Wight, including North East Hampshire • Lot 3: Kent and Medway • Lot 4: Surrey, including Surrey Heath and Farnham • Lot 5: Sussex At the time of the procurement, the South East comprised six Integrated Care Boards (ICBs). From 1 April 2026, these reduced to four ICBs: • NHS Thames Valley ICB - bringing together Buckinghamshire, Oxfordshire, Berkshire West and Berkshire East (formerly BOB ICB and part of Frimley ICB) • Hampshire and Isle of Wight ICB, which expanded to include North East Hampshire • Kent and Medway ICB, which remained unchanged • Surrey and Sussex ICB - bringing together Surrey and Sussex, including Surrey Heath and Farnham These changes were designed to improve integration, reduce health inequalities, and align services with local government boundaries to support the delivery of more sustainable care. Children and young people with autism and/or learning disabilities face significant barriers to accessing routine eye care. Evidence from the 2021 NHS England Proof of Concept (POC) programme demonstrated that delivering sight tests and dispensing services directly within Special Educational Settings (SES) was both effective and impactful. The service aims to ensure that eligible children and young people in SES across the South East are offered an annual sight test, unless clinically inappropriate. The goal is to reduce health inequalities, improve educational outcomes, and support better quality of life through timely identification and management of vision needs. Further information is available in the service specification and the engagement report published on the NHS England website: • Service specification: https://www.england.nhs.uk/publication/cyp-send-oral-and-sight-testing-service-specifications/ • Engagement report: https://www.england.nhs.uk/long-read/engagement-report-for-sight-testing-and-dispensing-of-spectacles-to-send-children-and-young-people-in-a-special-educational-setting-across-england/ The contracts will be for an initial duration of 5 years (60 months) with an optional extension of 2 years (1 x 24 months). Services are expected to commence in 2026. The maximum total budget available for the initial five year period (excluding the optional two year extension) for each Lot was as follows: • Lot 1: £2,355,000 • Lot 2: £2,180,000 • Lot 3: £3,265,000 • Lot 4: £1,625,000 • Lot 5: £1,980,000 The maximum total budget available including the optional two year extension (five years plus two years) for each Lot was as follows: • Lot 1: £3,297,000 • Lot 2: £3,052,000 • Lot 3: £4,571,000 • Lot 4: £2,275,000 • Lot 5: £2,772,000 The Commissioner will be contracting for the services using the General Ophthalmic Additional Services Model Contract - Special Educational Setting (SES). Contracts may be amended during the term to reflect co-commissioning, mandated directives, or service changes with associated funding. The Commissioners were of the view that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) did not apply. Bidders were required to undertake their own independent assessment of TUPE applicability. This notice serves as an intention to award contracts for Lots 1 to 5 under the competitive process of the Provider Selection Regime (PSR). This procurement exercise was carried out by NHS South, Central and West Commissioning Support Unit (SCW CSU) on behalf of the Commissioners.

The project is being undertaken to alleviate fuel poverty across Wales by providing both crisis assistance and longer-term intervention-led support to vulnerable households. The project aims to tackle the underlying drivers of fuel poverty, including low incomes, high energy costs and poor energy efficiency, while also increasing awareness of energy efficiency, PSR services and CO safety. It is a core part of delivering WWU's Consumer Vulnerability Strategy, specifically the Fuel Poverty and Energy Affordability priority area, ensuring that the most vulnerable households receive the support they need. Benefits of the project include: • Direct support for 14,500 vulnerable households over two years. • Improved ability for households to meet basic needs and live in safe, warm, energy efficient homes. • Increased community knowledge, empowerment and resilience through awareness sessions and outreach. • Delivery of interventions that reduce expenditure, manage fuel debt and improve home energy efficiency. • Improved access to crisis support, billing support and advocacy. • Strengthens PAN Wales collaboration with local bodies and health boards.

    description
Medway Council ('The Council') is establishing an open framework for the delivery of Residential and Nursing Care Home Services for Older People aged 65 and over. The Council is inviting suitably qualified and experienced providers of care homes in Medway and Kent to apply for admission to this framework. The Care Act requires local authorities to provide high quality care and support services to help vulnerable people to live their day-to-day life. A residential care home provides accommodation and 24-hour care and support to people who find it difficult to manage activities of daily living at home. The purpose of a residential care home is to ensure people who cannot live independently are well looked after and continue to lead meaningful lives. This typically includes help with washing, dressing, toileting, administering medication and mobility. In addition to the services offered at a residential care home, a nursing care home will provide 24-hour care and support to residents, plus additional support from a qualified nurse to support with more complex conditions and medical needs. Providers must demonstrate: •Person-centred care and support that promotes independence and holistic wellbeing – physical, emotional, and social •Skilled and suitably qualified staff to meet residents’ needs •Care Quality Commission (CQC) registration with robust evidence of quality assurance processes to maintain high standards of care •Well maintained living environments that support residents’ needs and provide comfort, safety, and dignity The services are divided into lots / sub-lots which are split between Residential Care and Nursing Care set out below: •Lot 1A: Residential Standard •Lot 1B: Residential Enhanced •Lot 2A: Nursing Standard •Lot 2B: Nursing Enhanced •Lot 3: Highly Specialised Care (Residential and Nursing Care) Providers can apply for one or more Lots. The Council is seeking to have multiple providers for each Lot on the framework. There is no limit on the number of providers who can participate on a Lot. The Services under this Medway Framework are 'Light Touch' and are governed by the rules relating to Light Touch Contracts under the Procurement Act 2023. The Council anticipates re-opening the Framework at the following points: • Once during the period of 3 years from award of the first Framework under this scheme (September 2027), and • Three times in the remaining 5-year framework term (April 2030, April 2032, May 2034) The Council reserves the right to adjust the indicative reopening schedule above in response to operational factors. This transformation is underpinned by the implementation of a new Digital Alarm Receiving Centre (ARC), which will enable the Council to deploy more sophisticated technology within people's homes. To maximise the benefits of the new Digital ARC, the Assistive Technology team requires specialist support to upskill the workforce, understand the capabilities of the new platform, and identify the most appropriate equipment to procure . In addition, expert advice is needed on procurement options, operating models, and appropriate charging mechanisms for customers.
