A secretariat is the entity that does the operational work of an All-Party Parliamentary Group: drafts agendas, briefs MPs, sends out invitations, books rooms, writes reports. When the secretariat is a lobby firm or PR firm, the APPG is a paid channel for the firm’s clients to access MPs. The MPs officer the group, the firm supplies the staff and the policy line, the firm’s clients (listed under Funders below) pay for the privilege.

All-Party Parliamentary Group on Arbitrary Detention and Hostage AffairsSubject Group
The APPG focuses on the arbitrary detention of British citizens abroad, and the taking of British citizens as hostages for leverage in State to State relations. The APPG coordinates parliamentary support for specific cases and builds on advocacy to appoint a Director within the Foreign, Commonwealth and Development Office on Arbitrary Detention.
