A secretariat is the entity that does the operational work of an All-Party Parliamentary Group: drafts agendas, briefs MPs, sends out invitations, books rooms, writes reports. When the secretariat is a lobby firm or PR firm, the APPG is a paid channel for the firm’s clients to access MPs. The MPs officer the group, the firm supplies the staff and the policy line, the firm’s clients (listed under Funders below) pay for the privilege.

All-Party Parliamentary Group on TibetCountry, Area or Region Group
To put pressure on His Majesty's Government to encourage negotiations between the Chinese Government and representatives of the Tibetan Government in exile, whilst recognising that Tibet is an occupied country which had independent ties with Britain.
