This bill aims to make it a crime to leave needles abandoned in public spaces like streets, parks, or beaches. It would introduce legal penalties for people who discard needles irresponsibly, with the goal of reducing the risk of needlestick injuries that can spread serious diseases like HIV and hepatitis.
