Construction (Retentions Abolition) Bill [HL]

This bill would stop clients (like building owners) from holding back a percentage of payment to construction contractors until a project is fully completed. Currently, retentions are a normal practice to guarantee work quality, but this bill aims to remove that practice entirely.
