This bill aims to stop 'SLAPP' lawsuits (Strategic Lawsuits Against Public Participation) cases filed mainly to scare people into staying quiet rather than to win in court. It would give judges the power to throw out such cases early and protect people's right to speak up about matters of public interest without fear of crippling legal bills.
