This bill establishes mandatory fire safety standards and regulations for Battery Energy Storage Systems (BESS) largescale installations that store electrical energy in batteries, increasingly used to support the UK's renewable energy transition. The legislation requires operators to implement specific safety measures, fire detection and suppression systems, and maintain minimum distances from residential areas and critical infrastructure. It aims to prevent incidents like the Kilroot battery storage fire in Northern Ireland (2023) and similar events that have caused environmental damage and safety risks. The bill creates enforcement mechanisms and penalties for noncompliance with these safety requirements.
