This bill would change how many public services in the UK are owned and controlled. Instead of being run entirely by the government, it would encourage different groups (like charities, social enterprises, workers, or service users) to have more say in running services like healthcare, schools, and local services. The aim is to make public services more locally controlled and responsive to people's needs.
