Protective Headgear for Cyclists Aged Fourteen Years and Under (Research) Bill

This bill proposes that Parliament should commission research to investigate whether bicycle helmets should be made mandatory (required by law) for children aged 14 and under. It's not about making helmets compulsory yet, just about studying whether it's a good idea first.
