Parish and Town Council Precepts (Referendums) Bill

This bill would require parish and town councils to ask local residents in a referendum before they can raise their precepts (the local council tax charges). Currently, councils can increase precepts without asking residents first, but this bill would give people direct control over whether these charges go up.
