This bill aims to help leaseholders (people who rent flats longterm) by making it clearer and easier for them to challenge service charges that seem unreasonably high. Service charges pay for building maintenance like repairs and cleaning, but some leaseholders feel they're being overcharged, so this bill would strengthen their ability to question these costs.
