Human Rights Act 1998 (Meaning of Public Authority) Bill

This bill changes how the Human Rights Act 1998 defines 'public authority' basically, which organisations must follow human rights rules. Currently, this definition is unclear and causes arguments in court about whether private companies running public services (like hospitals or prisons) have to obey human rights law.
