This bill creates a new legal system called 'goods mortgages' that allows businesses and individuals to use their movable property (like machinery, vehicles, or equipment) as security when borrowing money from banks or lenders. It's similar to how people currently use houses as security for mortgages, but instead applies to goods that can be moved around.
