This bill aims to tighten the rules around who can own firearms (guns) and to increase penalties for crimes where the victim is targeted because of their identity, such as their race, religion, disability, or sexual orientation. It combines two separate issues: making firearm ownership stricter and making hatemotivated crimes punished more severely.
