Electric Vehicle Trading Scheme and Road Usage Duty (Consultation) Bill [HL]

This bill asks Parliament to properly investigate and consult on two potential new policies: a system where electric vehicle owners could benefit from some kind of trading or credit scheme, and a new 'road usage duty' that would charge drivers based on their actual driving. The bill doesn't introduce these policies yet, it just proposes having a formal consultation to see if they're a good idea.
