This bill aims to make it easier for couples from different Christian faiths (like a Catholic marrying a Protestant) to have their marriage formally recognised or blessed by both of their churches together. Currently, such 'mixed marriages' can be difficult to arrange because different Christian denominations have different rules and traditions.
